Claire Hardgrave

Claire joined the Insolvency Service in 2021 as Head of the Insolvency Practitioner Regulation Section. She now serves as co-Director of the Strategy, Policy and Analysis Directorate, working in a job-share partnership with Angela Crossley.

Claire began her civil service career in 1995 at the Home Office. A policy professional by background, she has held roles across several government departments, contributing to a wide range of legal, social, and economic policy areas. Her experience includes work on refugee protection, criminal justice, audit regulation, company law, and industrial strategies for key economic sectors.

Alongside her passion for tackling complex public policy challenges, Claire is deeply committed to the development and wellbeing of colleagues. She is a dedicated advocate for diversity and inclusion across the Civil Service.
